Bowers, a noted historian and later the author of an important memoir on the Spanish Civil War,22 resided in France in order to stay close to other diplomats assigned to Spain and because he preferred the safety of being outside Spain. Thurston, like Flood, reported on local events in Barcelona as part of his broader responsibility for dealing with the Spanish Republican government. Of Flood and Thurston, the more valuable reporting was done by the latter. Thurston was born near Denver, Colorado, on 5 December 1895 and first worked for the Department of State in Mexico from 1914 to 1916.

This active political environment also provided a number of members to the Second Republic's government.
