If sample surveys are to be conducted not long after a census, the census frame could be used after updating it. Otherwise, instead of preparing a new frame which involves heavy expenditure, staff and time, every effort should be made to make use of records available (with administration, Department of Agriculture/Iivestock/Veterinary Services). lists prepared from these records should be brought up-to-date before use. There are cases of holdings with livestock but with no cropping of land (called landless holdings) and care should be taken not to exclude them.

7 Permanent Crops For permanent crops, area component of production is meaningful only where planting is regular which is generally the case for large holdings/estates. In these cases the trees/palms are planted at fixed distances between each other and in almost straight Unes. Further replanting is done so systematically that a constant ratio is maintained between bearing palms and total number of palms. Invariably such lands are cadastrally surveyed and the planted area figures available in the holdings/estates are satisfactory that it is not necessary to conduct any sampling surveys using physical measurements to improve on the estimates.

One of the chief objections to the use of condition reports is the fact that the individual reports themselves as well as the method of sampling are subject to a systematic bias which is not reduced merely by increasing the size of the sample. But if a stable relationship exists between reported condition and final yield, and if accurate and unbiased estimates of final yield are available for a number of years, the bias can be eliminated by fitting a regression line to the scatter of reported conditions, versus final yield.
